4-1. Reading Notices — Water Cuts, Power Cuts and Pest Spraying

Notices follow a fixed format
If you live in a District 2 apartment, notices come often — on the board inside the elevator, the lobby notice board (bảng thông báo) and the residents' Zalo group. Most follow the same format, so knowing a few words lets you find the key points quickly.
- THÔNG BÁO — the big heading at the top. It means 'Notice'.
- V/v (về việc) — 'Regarding…'. This is the subject. e.g. V/v cúp nước (Regarding the water cut)
- Kính gửi: Quý cư dân — 'Dear residents'
- Thời gian — when / Phạm vi or Khu vực — where / Lý do — why
- Lưu ý — what you must do or watch out for. Read this part most carefully.
Dates are written day/month/year (15/11 = November 15), and times use the 24-hour clock, like 8h00, 14h30.

Real conversation — Asking the management office about a notice
Notices about 'water cut, pest spraying and elevator maintenance' all appear at once in the residents' Zalo group. Minsu stops by the management office and asks Linh, a staff member, for details.

Tips for reading notices quickly
- Don't read from the top. Look first at V/v (subject) → Thời gian (time) → Lưu ý (notes). Those three lines tell you almost everything.
- Time expressions common in notices: từ … đến … (from … to …), dự kiến (scheduled), trước ngày … (by …), hàng tháng (monthly), định kỳ (regular, periodic).
- Weekdays are numbered from Thứ Hai (Monday) to Thứ Bảy (Saturday); only Sunday is Chủ nhật. 'Thứ Hai' literally means 'second day', but it's Monday, not Tuesday.
- For a notice you've photographed, get the rough meaning with a translation app's camera feature, but check the date and time numbers against the original.
- If you're not sure, send a photo of the notice to the management office on Zalo and ask: 'Chị ơi, thông báo này em cần làm gì vậy chị?' (What do I need to do about this notice?)
Watch out
- Besides management office notices, the power company announces planned power cuts by area in advance. Check the power company's app or website for the exact schedule.
- There are scams where people pose as the power company (điện lực) or police (công an) and call or text saying 'unpaid bill, we'll cut your power today' or 'tap the link and enter your details'. Check real notices again through the management office or the official app, and don't open unknown links.
- On pest-spraying (phun thuốc) days, bring laundry, food and pets inside. If you have children or pets, it's best to stay out of the hallway for a while afterwards.
- The day before a water cut, store some water. When the water comes back, the first water may be cloudy, so let it run for a moment before using it.
- Missing temporary residence registration or document deadlines in ward (phường) or police notices can have consequences. If you don't understand, be sure to ask your landlord or the management office.
